Housing

While Art Turner has been a policy leader in many areas of legislation, one of his best known accomplishments is the creation and ongoing support of the Illinois Affordable Housing Trust Fund.

The Trust Fund’s activity has created more than 25,000 jobs and $500,000,000 in taxes for local and state governments.  In addition, it has helped create:

Art Turner also passed legislation to create the Illinois Affordable Housing Tax Credit program, which leverages over $95 million in resources towards workforce and affordable housing preservation.

Education and Children

Art Turner passed legislation in 2008 that doubled the funding for early childhood education programs, created grants for reading and literacy programs, as well as regulation forcing insurance companies to cover rising costs of autism coverage. He also passed laws strengthening the ability of law enforcement to monitor the computer usage of convicted sexual predators.

Clean Energy

Last year, Art Turner was the lead sponsor of Renewable Energy legislation that requires power companies to produce 5% of their power from renewable energy resources by 2010 and 15% by 2020.

Seniors

Art Turner passed a law to make stiffer penalties for crimes against seniors, as well as a law to increase the number of investigators to review and pursue allegations of elder abuse.  He also passed a law to require nursing homes to notify residents if a sex offender is living in the facility.

Healthcare

Last year Art Turner passed a law requiring insurance companies to pay for heart disease screening, as well as a law to provide prostate and testicular cancer evaluations for uninsured low-income men.  He passed a law to create a program to provide free HPV vaccines to women who cannot afford them, as well as a law to require insurance companies to cover lifesaving breast cancer screenings for women.
